Officer, (202) 418-0930. The Federal Communications Commission (FCC)
has a requirement for a full range of high quality ADP programming and
analysis services related to the analysis, design, development,
testing, implementation, documentation, and maintenance of FCC
automated information systems. The Government anticipates making
multiple awards (up to four awards with one set aside to a small
business). The estimated maximum value of this requirement is $50
million. Contractor's actual share of the requirement will be based on
issuance of task orders. The FCC systems are deployed in a client
server environment on Sun 1000's as dedicated data base servers, a VAX
7610, Novell 3.11/3.12 file servers and 486-33 or better personal
computers running the Microsoft Windows 3.1 graphical user interface.
The communication protocols supported include IPX, TCP/IP, OSI and LAT.
The majority of the systems utilize Sybase RDBMS running on Unix, while
some utilize Ingres running on a VAX 7610. The ability to provide
competent Powerbuilder Graphical User Interface (GUI)
programmers/analysts to access these databases is critical. The
Government anticipates time and materials contracts requiring the
following labor categories: Project Manageer, Information Systems
Consultant, Telecommunications Specialist, Senior Technical Specialist,
Technical Specialist, Data Base Administrator, Senior
Programmer/Analyst, Programmer/Analyst, Senior Systems Programmer,
Systems Programmer, Senior Programmer, Programmer, Junior Programmer,
Network Engineer, Engineering Technician, Management Analyst, Technical
Writer/Documentation Specialist and Senior Data Technician. The
majority of work is to be performed in the Washington D.C Area;
however, work may also be required in field offices (including
Gettysburg, PA), and on contractor sites within 25 miles of the FCC's
headquarters. This is a best value competition with past performance
considerations being a significant part of the noncost evaluation.
