Penetration Testing method to determine if potentially liquefiable
materials exist in the foundation and downstream of Lost Creek Dam.
Lost Creek Dam is located approximately 30 miles east of Ogden, Utah.
Contractor must furnish all labor, materials, and equipment necessary
to perform the services required. Obtaining all drilling permits and
licenses to drill will be the responsibility of the contractor.
Contractor operations shall be performed by methods that will prevent
entrance, or accidental spillage, of solid matter, contaminants,
debris, or other pollutants or wastes into streams, flowing or dry
watercourses, lakes, wetlands, reservoirs, or underground water
sources. All test holes shall be drilled 3 feet into bedrock or to
refusal. Refusal is defined as no advancement after 400 blows at
maximum effort. Maximum hole depth is expected to be 70 feet.
Contractor is required to use either a Model B-180 or Model AP-1000
drill rig manufactured by Layne Environmental Services, Tempe, AZ.
Drill rig shall be equipped with an International Construction
Equipment Model 180 Diesel Pile Hammer. The hammer shall be equipped
with a Gardner-Denver rotary blower supercharger Model No. 3PDR-9
hooked up to one of the inlet ports of the diesel pile hammer
combustion changer. The drive casing outside diameter shall be 6.6
inches. Drilling for all of the penetration tests shall be performed
using a 6 5/8 inch O.D., 8-toothed crowd-out, closed-end bit with a
machined end plug for the purpose of determining blow counts and tremie
backfilling. Drilling for sampling tests shall be performed with a
crowd-in bit. The contractor shall provide a cyclone-type retrieval
system, and a means for collecting samples. The contractor shall
backfill the lower portion of the drill holes with concrete sand, and
the upper 15 feet of the drill holes with grout. This acquisition is a
100% set-aside for small business. The Standard Industrial
Classification (SIC) code for these services is 1481. The small
business size standard for this acquisition is $5.0 million average
annual receipts for a bidder's preceding three fiscal years.
