TROJAN Upgrade Kit to include all labor, facilities, and material,
except for Government Procured Equipment (GPE), to conduct program
management, fabrication, assembly, integration, test and evaluation,
and packaging. Options include all labor, facilities, and material,
except for GPE, to conduct program management, fabrication, assembly,
integration, test and evaluation, and packaging of additional TROJAN
Upgrade Kits. The requirement will be a ''build-to-print'' effort using
both GPE and Contractor Furnished Equipment (CFE) assembled IAW
Government Furnished Information (GFI) Technical Data Package (TDP) and
acceptance tested IAW a GFI Acceptance Test Procedure (ATPr). Assembly
of the upgrade kit IAW the TDP will include some modification of GPE
and some assembly of GPE and CFE elements. The first upgrade kit will
be packaged and shipped to the Government for engineering evaluation.
Upon exercise of options, remaining upgrade kits will be produced,
acceptance tested, and shipped to installation destinations. Initial
delivery will be F.O.B. Destination, VHFS, Warrenton, VA as follows:
Basic contract - 1 ea 120 days after date of award document; Options -
27 ea 120 days after date of option exercise; all 28 to include
Warranty. This procurement shall be set aside for small businesses,
utilizing Two-Step Formal Advertising to result in a Firm-Fixed Price
type contract. Step One will consist of a letter Request for Technical
Proposals, the closing date of which has been estimated above. Only
one technical proposal may be submitted by each offeror in response to
Step One and shall not include prices or pricing information. The
technical proposals will be evaluated IAW the criteria set forth as
follows. Proposals will be reviewed and evaluated by technical
personnel appointed for this procurement who will categorize each
proposal as (1) Acceptable; (2) Reasonably susceptible of being made
acceptable by additional information clarifying or supplementing, but
not basically changing the proposal as submitted; or (3) In all other
cases, unacceptable. Any proposal which modifies, or fails to conform
to the essential requirements or specifications of the request for
technical proposals shall be considered nonresponsive and categorized
as unacceptable. If the Contracting Officer determines that there are
sufficient proposals in category (1) to assure adequate price
competition, and if further time, effort, and delay to make additional
proposals acceptable and thereby increase competition would not be in
the Government's best interest, he may proceed directly with Step Two.
Otherwise, the Contracting Officer shall request bidders under
proposals in category (2) above to submit additional information,
setting forth to the extent practicable the nature of the deficiencies
in the proposal as submitted or the nature of the additional
information required. The Contracting Officer may also arrange and
conduct discussions for this purpose; however, offerors should submit
proposals that are acceptable without additional information or
explanation, as the Government may make a final determination regarding
proposal's acceptability solely on the basis of the proposal as
submitted. Further, the Government may proceed with the second step
without requesting further information from the offeror. In order to be
given an overall rating of acceptable under Step One, the Contractor's
proposal must be found acceptable in each of the following factors.
All factors are equally weighted: (1) Factor 1, Approach: An internally
consistent, comprehensive, and compliant approach to the requirements.
(2) Factor 2, Resources: Personnel, facilities, and equipment
identified, of appropriate quantity and capability, available to the
offeror, to meet the requirements. Upon completion of evaluation of
technical proposals submitted under Step One, Step Two (Invitation for
Bids) will be issued only to those sources whose technical proposals
have been evaluated and determined to be acceptable under Step One.
Only bids based upon technical proposals determined to be acceptable,
either initially or as a result of discussions, will be considered for
award, and each bid in the second step must be based on the bidder's
own technical proposal. A notice of unacceptability will be forwarded
to offerors upon completion of the proposal evaluation and after final
determinations of unacceptability are made. Award will be made to the
lowest priced, technically acceptable proposal and responsible
offeror. Interested parties should submit written requests within ten
days (fax 540-349-5697). Requests must identify that firms qualify as
a small business concern under SIC 3663 (not to exceed 750 employees).
All responsible small businesses may submit a proposal under Step One
which shall be considered by the agency. See Numbered Note(s): 1.
