Modification of the TROJAN Special Purpose Integrated Remote Intelligence Terminal (SPIRIT) II contract DAAB10-93-C-0037 with Electrospace Systems, Inc. (ESI), Richardson, TX for (1) five each 6.1 meter C-/Ku-/X-band SATCOM Mobile Antenna Platforms (MAPS) with options for an additional five each in FY96, and (2) to modify existing FY96 options for five each Spare Equipment and Maintenance Shelters (SEMs) to a (V)4 configuration, all with data, training and no-cost warranty. Delivery is 12 months after date of award/option exercise. A noncompetitive negotiation is proposed with ESI pursuant to FAR 6.302-1(a)(2)(ii) because this procurement is confined to a subsystem designed by ESI, a technical data package for the required configuration does not exist, and award to any other source is likely to result in a substantial duplication in cost to the Government that is not expected to be recovered through competition; however, all responsible sources may submit a proposal which shall be considered by the agency.
