(BLS) is contemplating awarding a sole source contract under FAR 6.302
to Mr. Wayne Gray for developing a comprehensive statistical system
covering all work-related deaths, injuries, and illnesses under the
Occupational Safety and Health Act of 1970. BLS is responsible for
developing and maintaining an effective program of collection,
compilation, analysis, and publication of occupational safety and
health statistics. The purpose of this work is to conduct an analysis
of the relationship between OSHA inspections and reported BLS injury
and illness rates in order to help assess the quality of the BLS data
and to better understand factors affecting it. Mr. Wayne Gray is the
only individual who has successfullly matched BLS and OSHA data using
the Fellegi Sunter method; the work will utilize the Gray-Scholz
methodology. The estimated cost of this contract is $49,200. See
