(304)529-5619 1. CONTRACT INFORMATION: Architect-Engineer services are
required for the preparation of final plans, specifications,
accumulation of design computations and data and quantity estimate for
the expansion of Ponds 7 & 11 of the West Virginia Ordnance Works,
Point Pleasant, West Virginia. This announcement is open to all
businesses regardless of size. A firm-fixed price contract will be
negotiated. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a
subcontracting plan on that part of the work it intends to subcontract.
Quality Control Plans will be required. Specifications shall be
prepared with a personal computer compatible with IBM AT computers and
using SPECSINTACT format. 2. PROJECT INFORMATION: The plans shall
include details necessary for the construction of the expansion of
Ponds 7 and 11 including appurtenant hydraulic control structures. This
work will require surveys, drilling and testing of materials. A Corps
of Engineers approved geotechnical testing laboratory is required.
Provisions must be included for appropriate coordination with all
concurrent and adjacent owners. Drawings must be prepared on a CADD
System and must be directly compatible with the Intergraph CADD System
or translated at 100% compatibility by the A-E. Capability for
scanning hard copy into the CADD and 3D design are also preferred. 3.
SELECTION CRITERIA: See Note 24 for general selection process. The
selection criteria are listed below in descending order of importance
(first by major criterion and then by each subcriterion). Criteria a-e
are primary. Criteria f-g are secondary and will only be used as
''tie-breakers'' among technically equal firms. a. Qualified Registered
Professional Personnel in the following key disciplines: Civil
Engineering, Geotechnical Engineering, Structural Engineering,
Hydraulic Engineering, Surveyors, Drillers, Geotechnical Testing
Technicians, Specification Writers and CADD Operators (The evaluation
will consider education, training, registration and experience), b.
Specialized experience and technical competence in the design of
earthen water retention embankments and appurtenant hydraulic control
structures and geotechnical drilling and testing, c. Capacity to
perform this work, d. Past performance on contracts with respect to
cost control, quality of work, and compliance with performance
schedules, e. Knowledge of the locality of the state of West Virginia
and the area of Point Pleasant. This should include geological
features, construction and material standards and construction and
permits and licenses, f. SB and SDB participation and g. Volume of DoD
Contracts awarded in the previous 12 months. 4. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements.
Interested firms having the capabilities to perform the work and who
desire to be considered must submit two copies of SF 255 (11/92
edition), and two copies of SF 254 (11/92 edition) for the prime firm
and all consultants, to the above address not later than the close of
business on the 30th day after the date of this announcement. If the
30th day is a Saturday, Sunday, or Federal holiday, the deadline will
be the close of business of the next business day. Solicitation
