COMMERCE BUSINESS DAILY ISSUE OF AUGUST 29,1995 PSA#1420

NETHERLANDS: FOOD AND DRUGS ACT GOVERNING DAIRY PRODUCTS The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif. 95.230. 1. Member to Agreement notifying: NETHERLANDS. If applicable, name of local government involved (Articles 3.2 and 7.2): 2. Agency responsible: Ministry of Health, Welfare and Sport. 3. Notified under Article 2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise national tariff heading. ICS numbers may be provided in addition, where applicable): Milk-based products, as defined in Directive 92/46/EEC. 5. Title and number of pages of the notified document: Two intertwined issues: - Draft Amendment of the Order on the Food and Drugs Act Governing Dairy Products and Governing the General Indication Order (Food and Drugs Act) (5 pages), and - The Draft Regulation on the Food and Drugs Act Government Cheese Rind Coatings (4 pages). 6. Description of content: (1) Uphold the option offered in Article 6, paragraph 4, of EEC Regulation 1411/71 to enrich skimmed and semi-skimmed milk with substances of the fat-free dried substance of milk. (2) Update the rules on permitted rind coatings of cheese. (3) Rectify a number of inadequacies. 7. Objective and rationale: When the Food and Drugs Act Order Governing Dairy Products came into force on 1 January 1995, it was once again overlooked to elaborate on Article 6, paragraph 4, of EEC Regulation 1411/71. There is, however, a definite need for this. It was also deemed necessary to update the existing rules on rind coatings for cheese as the present rules could be extended in line with the latest scientific insights. 8. Relevant documents: Melkbeeluit (Warenwet) 1974 (Milk Order), Kaasbeeluit (Warenwet) 1981 (Cheese Order), Warenwetbeeluit Zuivel (Food and Drugs Act Governing Dairy Products). 9. Proposed date of adoption and entry into force: 1 November 1995. 10. Final date for comments: 5 October 1995. (237)
