F -- PROVIDE REMEDIATION AND RELATED SERVICES IN SUPPORT OF A TOTAL ENVIRONMENTAL RESTORATION CONTRACT FOR OMAHA DISTRICT WITHIN THE BOUNDARIES OF THE MISSOURI RIVER DIVISION SOL DACA45-95-R-0022 POC Contact Contracting Division at: (402)221-4266. Provide Remediation and Related Services in support of a TERC Divisional Contract for the Omaha District with the Twin Cities Army Ammunition Plant serving as the anchor installation. Subject to receipt of concurrence and approval from higher Headquarters, the U.S. Army Corps of Engineers, Omaha District intends to enter into a Total Environmental Restoration Contract (TERC) using an Indefinite Delivery - Indefinite Quantity Type Cost Reimbursable Contracting mechanism. The principle purpose of this TERC is Remedial Action, however it will also require the necessary capability to conduct General Studies, Preliminary Assessments, Site Investigations, Remedial Investigations/Feasibility Studies, Remedial Designs, On-Site Remediation and Short Term Operation and Maintenance of Government owned/controlled facilities. This approach to contracting for HTRW related services will allow a single contractor to provide all necessary efforts from initial study activities through project remediation. The maximum amount of the TERC is $300 Million. The TERC will be awarded for a basic four (4) year contract with two (2) three (3) year options. The estimated issue date of the TERC request for Proposal RFP is on or about (o/a) 18 Sep 1995 with a proposal due date of o/a 1 Nov 1995. The date, time and place of the pre-proposal conference and other pre-proposal activities will be included in the RFP documents. The proposed acquisition is not set aside for Small Business firms. Small and Disadvantaged Businesses are encouraged to participate in this TERC acquisition and will be used to the maximum extent practicable as both prime and subcontractors. The use of teaming arrangements in order to obtain the full remediation service capability is both anticpated and encouraged. (0237)
