(Site Code DAAK60) Army Community Services (ACS) which have been
provided annually for the soldier and her/his family as the client
base; some civilian employee basis also. Approximate 200 soliders, half
of which are family units in the client base. Fort Devens, which has
served this client base in recent years, will cease to do so in Fiscal
Year 96 (FY96). Contract is estimated at a manyear of effort,
principally oriented to social casework with family and individual
cases in a broad range dealing with adults, youth and children. Some
concentration is required in Family Advocacy, Relocation Assistance and
Information and Referral Services, Consumer Affairs, Financial
Assistance Program. Family Member Employement, and Army Emergency
Relief. These areas of concentration themselves have a number of
important aspects: The Family Advocacy Program involves prevention
programs in child abuse and neglect, and spouse abuse, including ID,
reporting and investigation: with assistance being afforded to the Army
Medical Department which is responsible for treatment of the
individual(s). Consumer Affairs and Financial Assistance Services are
important in this higher than average cost-of-living area with aspects
of prevention of financial problems services: Army Emergency Relief
and Financial assistance; consumer complaints, financial recordkeeping
and debt liquidation services; and Income Tax Assistance. The Social
Casework aspects of the program must be provided by an individual
possessing a Master of Social Work (MSW) Degree from a recognized
College (School) of Social Casework studies (such as Boston
University), together with a minimum of three years of full-time
experience in social casework dealing with a variety of human problems,
family advocacy, and the identification, investigation, prevention and
reporting of child abuse and neglect, and spousal abuse. Provider /
client type office accomodations are provided at SSCOM, Natick. In
addition, two computers are set up to be used by soldier / family
clients to research data bases on Relocation and Referral, Consumer
Affairs, Debt Liquidation and Financial Recordkeeping, parenting and
library to assist family members in education and job search. Services
to commence on or about 01 Oct 95, with a delivery at Natick. ACS
services are for one base year: two successive option years are also
