TRANSIENT LODGING FACILITY AT FORT MYER ARLINGTON VA SOL

SOUGHT for a contractor financed, third party initiative, to Design,
Build, and Finance or Design, Build, Finance and Operate, a 100 room
minimum (200 room maximum), multi-story hotel on approximately 2.5
acres of Government property, with a 200 person conference center and
associated parking space for approximately 45 cars below the hotel
struc- ture and adjacent surface parking for 50 cars (per 100 rooms).
The Fort Myer Military Community currently leases substantial
quantities of hotel rooms and conference space annually to accommodate
the needs of transient Army population visiting the area for business.
Although there are a number of hotels within a few miles of Fort Myer,
there is a consistent shortfall of available rooms. The Army has
conducted an extensive analysis and has determined that a need for
on-post facilities is justi- fied. The Army believes that a third party
approach to this development offers advantages to both the Government
and the developer. The Government fulfills its needs for rooms and
conferencing facilities with little or no outlay of funds, while the
developer has an opportunity to tap a known market on a site with
existing infrastructure. The developer/operator will design, construct,
operate and maintain the facility for primary use by military and other
Government personnel. Guaranteed room rates will be offered that are
guided by prevailing Government per diem rates in the area. If
sufficient levels of occupancy are not obtained through Government use
alone, the operator could make rooms available to the general public.
Facility must be in conformance with the Installation Design Guide.
Work shall include required demolition, site preparation, landscaping,
pedestrian and vehicular access, parking facilities, and furnish-
ings. Contractor shall coordinate and obtain approval from the National
Capital Planning Commission, The Commission of Fine Arts, State
Historic Preservation Office, Advisory Council on Historic
Preservation, and any other regulatory agencies as required. The
facility shall have a central lobby area, small sitting areas on each
floor, administrative offices, conference space for 200 people, laundry
areas for on-site linen service, and related staff support services.
Also to be included are food and beverage service, vending areas, guest
laundry, children's play area, and support services. The structure
shall have a passenger elevator constructed in accordance with the
American Disabilities Act, and a freight elevator. Ten percent of the
rooms will have handicapped accommodations. A central mechani-
cal/utility room with exterior access, and a loading dock, shall be
provided. Grading, paving, and extensive landscaping shall blend with
existing facilities. Estimated start date for design & construction is
May 1996, with an eighteen month performance period. Interested
parties are requested to respond to this advertisement no later than 22
