consists of 18.13 kilometers of grading, base and paving. Project
includes: construction survey & staking; construction scheduling;
contractor sampling & testing; 32,000 metric ton hot asphalt concrete
pavement; 3 hectare clearing & grubbing; 2,450 metric ton untreated
aggregate courses; 42,500 metric ton emulsified asphalt treated
aggregate base; 1,202 meters culverts & drains; 1,493 meters
underdrain; 700 meters silt fence; 2,500 cubic meters watering; 6,126
meters guardrail; 17.85 kilometers road reconditioning; 295 meters
riprap lined ditch; 3,000 hr pilot car/flagger; 54,315 meters permanent
pavement markings; and other small items of work. PRELIMINARY PLANS
will be available on or around October 2, 1995. Fixed completion date
is October 15, 1996. Estimated price range is $2,500,000 to $5,000,000.
Presolicitation notices are being provided to firms on this agency's
mailing listing concurrently with the publication of this
synopsis.----The following applies only to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
