Petrzilka. This is a request for information only. This RFI is for a
fuel wetted explosion suppressant foam drying system. The responses
shall include any necessary drying and volatile organic compounds (VOC)
emission control equipment relevant to the process. Reticulated
polyurethane safety foam or more commonly known as explosion
suppressant foam (ESF) is installed in an aircraft fuel tank and is in
direct contact with a jet fuel. The subject fuel is JP-5/JP-8 high
flashpoint, kerosene type. It is fully described by MIL-T-5624P
specification. After extended use ESF becomes saturated with the fuel
and must be extracted from the fuel tank and dried in a specially
allocated drying system. The subject system shall incorporate maximum
achievable control technology (MACT) for VOC emission control from the
fuel that evaporates from the ESF. A maximum of 600 pounds of the fuel
shall have to be removed during drying process. The subject system
shall provide for 750 sq. ft. active drying area which shall
accommodate 20 in. thick ESF. The drying time shall not exceed 48
hours, during which the ESF shall be restored to at least 95% of its
original volume. All the equipment utilized shall be approved
explosion-proof equipment or equipment which is intrinsically safe by
design. The above subject system shall be suitable for an outdoor
environment. The Government will not pay for any information received
in response to this request, nor will the Government compensate any
source for costs incurred in developing the information. The Government
requests available technical and test data, special maintenance and
personnel safety instructions, pertinent brochures and user information
which may provide an in depth assessment of the proposed equipment. The
Government will not respond to any requests for copies of solicitation.
