Notice of Contract Action for a non-competitive acquisition to be negotiated with ARCON Corporation, 260 Bear Hill Road, Waltham MA 02154. The work called for under this action entails conducting Listening Sessions for the evaluation of digital speech communication systems in support of the Rome Laboratory INFOSEC Technology Office (RL/ERC-1). Two hundred seventy (270) Listening Sessions are required over a period of twenty nine (29) months. The following minimum testing requirements must be used to conduct the Listening Sessions. 1) Mean Opinion Score (MOS), 2) Degraded Mean Opinion Score (DMOS), 3) Diagnostic Rhyme Test (DRT), 4) Communicability Test, and 5) Speaker Recognizability Test.
