Officer, 202-842-6400. The National Gallery of Art (NGA) is seeking to
procure mechanical, plumbing and electrical consulting engineering
services under an indefinite quantity contract for the preparation and
delivery of contract documents including drawings, specifications,
cost estimates, related studies and reports, and all associated
mechanical plumbing and electrical engineering services for National
Gallery of Art renovation projects. Existing facilities and condition
surveys and examinations, archival research within the Gallery, and
construction phase services (Title II) will be required. Coordination
with the Department of Architecural services and other Gallery
departments and consultants, i.e. structural engineering and hazardous
material abatement engineers, will be required on a project-specific
basis. The contract will consist of individually negotiated work orders
during a one (1) year base period with four (4) one-year options for
renewal. The cumulative total for the contract including options shall
not exceed $400,000. Selection will be based on the following criteria
which are listed in relative order of importance. 1) Professional staff
qualifications necessary for the satisfactory performance of the
required mechanical, plumbing, and electrical engineering services by
a single firm; 2) Pior experience with facilities and systems of
similar type, complexity and size with demonstrated engineering
expertise and technical competence in building renovation and
remodeling work; 3) Demonstrated and proposed capability of
accomplishing work on multiple projects in the time periods required
with simultaneous delivery orders; 4) Past performance on contracts
with both Government agencies and private industry including quality of
work, compliance with performance schedules, cost control
effectiveness, and estimating accuracy. Include ratings from clients
for similar work in last 5 years. Include names and current addresses
and phone numbres. 5) Orgaization and procedures of firm to povide
coordinated, checked contract documents; 6) Location within the
metropolitan area of Washington, DC and firms stated ability and
willingness to respond to project requirements for on-site meetings or
visits in a timely manner; 7) Ability of firm to work with
standardized drawings and specification formats and who are able to
provide CAD deliverables in a DXF format. The selected firm will be
required to provide the Contracting Officer with a complete submission
of proposed overhead rates, profit and hourly rates, including payroll
burden, for staff to be assigned to the project, within ten (10) days
of notification. Prices and proposal are subject to audit. Each
delivery order will be a firm, fixed price for design services.
Interested firms are invited to submit completed SF 254s and SF-255s to
the Contracting Officer by 3:30 p.m. 29 September 1995 or 30 days from
the date of this notice whatever is later. SF-254s and SF-255s are
also required for all specialized subcontractors the prime contractor
anticipates utilizing under this contract. Only the 11-92 edition of
the SF-254 and SF-255 will be accepted. Supplemental information
regarding specialized experience should be included in the SF-255.
Firms are requested to include fax numbers. Firms are reminded to
complete all blocks on the SF-254 and SF-255. Responding firms are
required to clearly identify tasks to be performed in-house and those
to be subcontracted. Firms must submit the names and supporting
qualifications of all subcontractors. In block 10, state why your firm
is specially qualified based on the evaluation criteria. Experience
identified in block 8 should not be more than five years old. Firms
must submit qualifications for and designate a representative who will
be the Project Manager and the direct contact with the NGA throughout
the contract work. Submit responses to the National Gallery of Art,
