Contact Patricia Fundum, GP22/Contracting Officer NASA/MSFC plans to
issue a Request for Offer (RFO) for - a quantity of one - Hydraulic
Cylinder with the following Specifications: Bore: 26.000 inches.
(Metric manufacturers may wish to submit a slightly alternative bore
size based on barrel material availability); -- Rod diameter: 12.000
inches. (Metric manufacturers may wish to submit a slightly alternative
rod size based on rod material availability); -- Stroke: 12.0 inches;
-- Pressure rating: 5000 psig. tension, 4000 psig. compression; --
Safety Factors: Shall meet ASME Boiler and Pressure Vessel Code ( i.e.
shall have a 4:1 ultimate factor of safety at rated pressure ). It
should be understood by the manufacturer that the cylinder is to be
used in a high capacity tensile test machine ( 2 million pounds force
in tension and compression ) and that shock loads are anticipated. The
cylinder should be designed accordingly; -- Cylinder rod and bore
shall be hard chrome plated for wear and corrosion resistance. Chrome
thickness shall not be less than .001 inches. after final honing and
polishing; -- Rod seal, rod wiper and rod bushing shall be retained by
a bolted flange on the cylinder head so that removal of these parts
does not require removal of the cylinder head; -- Teflon rod and U-cup
piston seals shall be used. Seals shall be mechanically locked to
prevent rolling or blowout; -- Cylinder shall have a cylindrical head
flange for mounting the cylinder ( similar to NFPA MF5 ); -- The
cylinder shall have an oversized rod length so that the dimension from
the base of the threads on the rod end shall be 8.0 ins. from the
outer face of the mounting flange on the cylinder head when the rod is
fully retracted; -- MSFC personnel shall witness a proof pressure test
at the manufacturer's location. The proof pressure test shall be to
1.5, 1, .75, .5, .25, and .1 times the cylinder's pressure rating in
both tension and compression. The cylinder shall not leak more than 1.0
fluid ounce per minute internally during the test. Additionally, the
cylinder shall not be damaged during the test nor shall it leak
externally; -- Offerors shall submit engineering drawings and
specifications along with supporting engineering analysis for the
proposed cylinder, with initial offer; -- The manufacturer's name, city
and state; date of manufacturer; pressure rating; bore; stroke; and rod
diameter shall be stamped into metal plates mechanically attached to
the cylinder or shall be stamped directly into the cylinder in at least
4 locations so that the information specified can be seen regardless of
the cylinder orientation. Lettering shall be not less than 3/16-inch
tall; -- The rod bushing shall be of nodular iron or bronze; -- The
piston shall have a bronze filled Teflon or non-metallic wear band to
prevent cylinder scoring and reduce wear; -- Offerors price shall
include shipping to MSFC, AL; -- Cushions are not required; -- Flats or
spanner holes shall be provided near the base of the threads of the
threaded rod end to facilitate installation and removal of adapters on
the end of the cylinder rod; -- The cylinder shall be provided with
SAE-12 ports; -- Within 30 days after delivery to MSFC, MSFC will
perform acceptance tests on the cylinder. Internal leakage shall not
exceed 1 fluid ounce per minute at any pressure less than or equal to
the rated pressure. There shall be no external leakage or cylinder
damage; -- The cylinder rod end and the cylinder mounting shall be
designed for a minimum ultimate safety factor of 3 and a minimum yield
safety factor of 2 at the cylinders rated pressure; -- The rod end
shall have 11.0 inches of 11-2 Stub Acme thread. The thread shall be
male; -- Failure to meet any of the criteria agreed upon or to pass any
test will be cause for non-payment of the contract and for return of
the cylinder to the manufacturer at the manufacturer's cost. Complete
specifications will be included in the RFO -- This procurement is being
conducted under the NASA/MSFC MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy on April 16, 1993 -- Requests
for copies of the RFO must be submitted in writing -- Transmission by
facsimile to 205-544-9081 or by Internet e-mail to
patricia.fundum@msfc.nasa.gov is acceptable -- RFO will be released on
or about 15 days after publication in the Commerce Business Daily
(CBD) -- Firm date for receipt of offers will be stated in the RFO --
This procurement is a total small business set-aside -- All responsible
