Publication of military justice information in CD-ROM format, including the Military Justice Reporter, the Military Justice Digest, relevamt provisions of Title 10, U.S. Code, relevant provisions of Title 32, Code of Federal Regulations, and relevant Department of the Army publications. This acquisition is for 27 annual subscriptions to the CD-ROM publication, which is to be delivered to various Army legal offices worldwide. The only currently known source of this information is West Publishing Corporation, 620 Opperman Drive, Eagan, MN 55123-1396, who publishes the West CD-ROM Military Justice Library. The first installment of the subscriptions are to be delivered to the Army legal offices NLT 1 October 1995. The agency presently intends to make contract award on a sole-source basis IAW 10 U.S.C. Section 2304(c)(1) and FAR 6.302-1 to West Publishing Corporation's owning the copyright to the Military Justice Reporter and the Military Justice Digest, West is the only known source that can meet the agency's needs.
