The Government intends to purchase from Information Handling Systems Inc. on a sole source basis a new subscription to IEEE/IEE Electronic Library (IEL) on CD-Rom for a twelve (12) month period beginning 1 January 1996 through 31 December 1996. The IEL is a complete, easty-to-use PC and Windows-based reference system. It contains a subset of the Inspec database as an index to all IEEE (Institute of Electrical and Electronics Engineers) and IEE (Institute of Electrical Engineers) material, coupled with the full-image representation of more than 2000 corresponding IEEE and IEE publications. The subscription includes IEEE and IEE journal titles, conference proceedings and industry standards from 1988 with monthly updates providing all newly published material. IEL's search and retrieval software allows researchers to identify, locate and retrieve the information they need in a timely manner. High-quality laser printed output at 300 DPI provides clear duplications or original page images, complete with charts, diagrams, photographs and illustrations. IEL provides for unlimited system access, with no print limitations imposed on the user. The Government requires a research tool/reference system that will provide critical information to the researcher in the form of technical and engineering standards developed by the international community. The Government requires a system that provides a complete full text retrieval of published articles that is currently compatible with it's stand alone Gateway 2000 4SX-33 CD-Rom and IBM compatible personal computers running MS Windows. It must support newly developed PCL printer drivers for the HP III and IV series printers. Award is to be made under Simplified Acquisition Procedures.
