The Army Research Laboratory, Survivability/Lethality Analysis
Directorate (SLAD), White Sands Missile Range, NM, has a requirement
for Electro-Optical Device Vulnerability Analysis. This action is 100%
set-aside for small business concerns. The SIC Code is 8731, and the
size standard is 500 employees. This procurement is to be made in
accordance with DFARS Subpart 235.70, Research and Development
Streamlined Contracting Procedures. Potential offerors are advised that
a conventional solicitation will NOT be issued, but that the
solicitation will appear in a subsequent edition of the CBD. The
required research and dvelopment efforts will be performed at the
Electro-Optical Vulnerability Analysis Facility (EOVAF) located at
White lSands Missile Range, NM. The scope of this effort convers the
research required for methodology development for analysis of
Optical/Electro-Optical (O/EO) devices. This effort entails the
research and development of new and/or improved O/EO measurement
methodologies and tools for performing theoretical, laboratory, and
field O/EO system signature, jamming, and characterization analysis.
The research and development conducted at the EOVAF covers the spectrum
of O/EO devices from the visible/near-infrared (IR) to the far-IR.
Types of devices investigated include direct view optics such as
telescopes, day television, image intensifiers, and forward looking ir
systems. The proposed contract is cost-plus-fixed-fee, term form. The
period of performance is for a three-year basic contract with two-one
year options. Contractor personnel will require a SECRET DoD security
