A-E services to produce Project Definition documents which explain the requirements for construction of remodeling projects or additional projects or for new construction projects to fulfill the recommendations of the A-E in the SURVEY OF AFRES LODGING FACILITIES, for lodging AFRES personnel at the Minneapolis-St Paul IAP ARS, Homestead ARB, Dobbins ARB, Westover ARB, Niagara Falls ARS, General Mitchell ARS, Grissom ARB, Youngstown ARS and Pittsburgh ARS. Project documents will be 10% design project drawings which provide the basic justification for funding future Quality of Life Lodging Projects. Evaluation factors are (1) Specialized Experience (2) Professional Qualifications (3) Professional Capacity (4) Past Performance (5) Location (6) Volume of Work. This solicitation will be issued as a sole source acquisition. The proposed contractor, Kodet Architectural Group, Minneapolis, MN has the unique capability of providing the Project Documents as recommended in the Survey. Under a previous contract, Kodet personnel visited, surveyed and researched the requirements at each site. The analyses and recommendations are the essence of the Survey reports and the Project documents which define the requirements of the recommendations cannot be described without having the special knowledge acquired and the rational developed during the formulation of the analysis.
