Environmental Protection (DEP) Office of Air Quality (OAQ) has required
Alliant Techsystems to complete an ecological risk assessment of the
current burning ground operations as partial fulfillment of the
permitting requirements of our RCRA Subpart X permit application. The
enforcement mechanism for this requirement is a Consent Order that was
signed by Alliant on June 14, 1995. The risk assessment must be
completed by 12/31/95 to satisfy the Consent Order stipulations. Scope
- The Contractor shall perform a quantitative ecological risk
assessment in support of a RCRA Subpart X permit application for the
open burn operation. The risk assessment will estimate the open burn
operation's effects on wildlife and plant populations. To accompish
this, the contractor shall: 1) identify ecological receptors, both
aquatic and terrestrial, in the area potentially affected by the open
burn operation, 2) characterize emissions from the open burn operation,
3) model environmental transport of contaminants from those emissions,
4) quantify the exposure and uptake of those contaminants by the
species of concern, and 5) compare the results to available
toxicological data for the species of concern. Technical Qualifications
- The contractor must have experience in performing quantitative
ecological risk assessments for sources of airborne contaminants using
empirically-derived emissions factors and sophisticated dispersion and
deposition modeling. The contractor's experience must include
assessments of effects at the individual organism, population, and
ecosystem levels. The contractor must have performed at least 20
ecological risk assessments that included airborne exposures and at
least 12 of which must have been conducted in support of RCRA permit
applications (e.g. locations standards demonstrations). Since this
ecological risk assessment may be used to support permitting of the OB
area at least 6 of the ecological risk assessments must have been
conducted in support of RCRA Subpart X permit applications for open
burn and/or open detonation facilities. The contractor must have
successfully secured at least two RCRA Subpart X permits for open
burn/open detonation (OB/OD) facilities. Personnel Qualifications - Key
personnel proposed to conduct this work should have demonstrated
experience in the areas requested in this solicitation. Specifically,
they should have direct relevant experience in conducting ecological
risk assessments, risk-based decision making, OB grounds
characterization, and a working knowledge of RCRA Subpart X and its
permitting process. This will be a negotiated procurement. Firms
responding to this announcement must be prepared to accept the
aforementioned as a part of their contract responsibility. Type of
contract: Firm Fixed Price. This contract is being solicited on an
unrestricted basis. Firms responding to this advertisement are
requested to do so in writing with two copies of a statement of
qualifcations. The statement of qualifications should clearly indicate
the location of the office where the work will be performed, the
qualifications of the individuals anticipated to work on the contract,
and their geograpic location. The contract award will be based on
technical merit, schedule for completion, and overall cost. The
relative weighting for these categories will be determined using
guidelines previously established for weighting criteria. Firms
