A COMPETITION DEFICIT LISTING HAS BEEN PREPARED BY ASO and is available to interested firms. The Competition Deficit Listing is a projection of items that ASO may buy during the next six months. A copy of the listing is available and may be obtained from ASO Code CC-A by writing to CC-A ASO, 700 Robbins Ave., Philadelphia, PA 19111. When a solicitation is issued for critical parts, only those sources for critical parts previously approved by the Government will be solicited. (Details concerning source approval are described in the U.S. Navy Aviation Supply Office Source Approval Information Brochure, which can be obtaind by writing to ASO, Code CC-A). If you desire to become an approved source for a critical part, you should anticipate that source approval may take from 3 to 6 months. Therefore, consideration should be given to submitting a source approval request in response to a listing of such critical part in the Competition Deficit Listing rather than waiting until notice of an intention to issue a BOA order or a solicitation is published in the CBD (Commerce Business Daily). If a person or firm, however, does submit a source approval request prior to a live buy being initiated at ASO, such person or firm must recognize that ASO can offer no assurance that such a request will be given first priority. ASO will prioritize its efforts on a number of factors, including the dollar size of the procurement, the potential for breakout and the savings that might be realized by competition. ASO makes no representation that each and every part listed on the Competition Deficit Listing will be purchased. Every effort has been made to only include items on the Competition Deficit Listing that ASO intends to buy; however, requirements constantly change and each firm or person assumes the risk that any listed part will not be procured.
