Administration (FRA) intends to negotiate on a sole source basis with
the National Railroad Passenger Company (Amtrak), to provide support
for the TurboTrain Demonstration Tour. The Amtrak RTL Turboliner was
retrofitted with two TM-1600 Makila M1 turbine engines, which permitted
125 mph operations on New York's Empire Corridor. As this train offers
the potential of non-electrified high-speed service, many states have
shown interest in it and have asked for a demonstration of the
technology on specific corridors in several states. Under this
contract, Amtrak is required to transport the train and associated
demonstration materials between each city in which demonstrations are
to be conducted. The applicable authority for this procurement is 41
U.S.C. 253(c)(1) as implemented by FAR 6.302-1, ''Only One Responsible
Source.'' This is not a competitive procurement and no solicitation is
