for the purpose of soliciting names of United States (U.S.)
construction firms, or U.S. construction firms in joint ventures with
Qatari firms interested in submitting an offer on the following
project, in the State of Qatar. To be considered a United States
construction firm, the firm must: Perform construction as a significant
portion of its business; be incorporated and have its corporate
headquarters in the United States; have paid corporate franchise and
employment taxes in the United States for a minimum of two (2) years
and shall have filed state and federal income tax declaration for a
minimum of two (2) corporate years; have paid any applicable taxes
determined to be due as a result of such filing; and employ United
States citizens in key management positions. PROJECT SCOPE: Construct
an air conditioned warehouse, a controlled humidity warehouse, two
ventilated/general purpose warehouses, and seven supply warehouses
(ventilated). In total, there is approximately 270,000 square feet of
warehouse space. Construct a vehicle maintenance and preservation
facility complete with large capacity bridge cranes and lifts,
approximately 50,500 square feet. Construct a two story concrete framed
administrative facility approximately 19,000 square feet. Construct a
power plant approximately 14,500 square feet in size, with two 2.6 MW
diesel engine generators and one 800 KW black- start generator set. The
majority of the above listed facilities will be steel framed,
pre-engineered metal buildings with a three meter high masonry skirt
wall. Construct a grease rack, vehicle wash stand, and break test
stand. Construct sunshade structures totaling approximately 46,500
square feet. Construct a 96,000 gallon fuel storage/dispensing system.
Construct supporting physical and electronic security systems.

Construct an elevated 300,000 gallon water storage structure, and a
10,000 gallon ground level storage tank with fire pumps. Construct all
site utility systems and site improvements. Performance guarantees
will be required. Estimated construction value is between
$25,000,000.00 and $50,000,000.00. ADDITIONAL REQUIREMENTS: All firms
applying shall be licensed to do business in the State of Qatar or
demonstrate the ability to be licensed at contract award. Contractors
responding to this notice will receive a request for proposal, subject
to the approval of the State of Qatar. CONTRACT PROCEDURES: Both a
price proposal and a technical proposal will be required. Award of a
contract will be based on the proposal found to be most advantageous to
the Government, considering the technical and price proposals. At a
minimum, proposals will be evaluated in the following areas: (1)
Reasonableness of Price, (2) Technical Competence in General
Construction to Match the Construction Type for the Facilities to be
Built Under this Project, (3) Evidence of Past Performance Relating to
Similar Work in the Same, General Geographic Area, (4) Management
Capability Indicating Successful Completion of Similar Projects in a
Timely Manner, and to a High Degree of Quality, (5) Demonstration of
the Offeror's Understanding of the Scope of the Solicitation, and (6)
Evidence of Sufficient Financial and Equipment Resources to Obtain
Necessary Performance Guarantees and to Handle Work Placement in an
Expeditious Manner. The contract is to be awarded on a firm-fixed price
basis only. Tentative date for issuance of Request for Proposal
DACA78-96-R- 0001 is 17 October 1995. Tentative date for receipt of
proposals is 3 January 1996. Tentative contract award date is 8 March
1996. Tentative construction period is 21 months. NOTE: Firms
