of Commerce intends to negotiate with Oracle Corporation, Bethesda, MD
on a sole source basis under the authority of FAR 6.302-1, to acquire
Oracle RDBMS, and supporting software products. Previously, the
Department of Commerce had acquired a commercial off-the-shelf (COTS)
software package to support the implementation of a Department wide
standard Administrative Management System (CAMS). The COTS software
acquired was written using native Oracle system development tools and
requires the Oracle RDBMS and supporting software products in order to
run. The Oracle software products were offered and evaluated under the
same contract as the COTS package, however, it has been determined that
it would be in the Government's best interest to acquire the products
directly from Oracle Corporation. The Department of Commerce believes
that Oracle Corporation is the only vendor who can provide the
software. The contract period will be for the same ten year period as
