Missile Command (MICOM) anticipates a requirement for the following
Federal Information Processing (FIP) support services: Direct on-site
Information Mission Area (IMA) support to MICOM Corporate Information
Center (CIC) and its customers; operations support for MICOM computers,
servers, and telecommunication systems; maintenance of proprietary
software products at current release levels; systems analysis and
programming for Executive Software Support Centers; analysis and
implementation for integrated telecommunications networks; information
management application development; courseware development; electronic
meeting system support; imaging support; software engineering,
research, design, and scientific engineering; training; evaluation and
test center support; and special projects such as FIP requirements
analysis, systems design, impact analysis, operations research and
studies. This anticipated cost-plus-fixed-fee (level of effort)
contract is a direct follow-on to the current IMA contract
DAAH01-93-C-0128. This follow-on action will be 100% Small Business
Set-Aside under SIC Code 3761 and will consist of a 12-month basic
effort and four consecutive 12-month base options, each consisting of
approximately 46,080 composite manhours. The basic effort and each base
option will be augmented by surge options of approximately 1,241,920
manhours each. Therefore, the total anticipated level-of-effort,
including all options, is 6,440,000 composite manhours. A reading room
for this requirement will be established. This facility will be
located in the Redstone Scientific Information Center (RSIC), Bldg
4484, third floor, and will be available by 1 October 1995. Call
205-842-8444 for reading room appointments, which will be made on a
first come-first serve basis. Reading room hours shall be from
0830-1130 and 1230-1530 Monday through Friday, except Federal Holidays.
Appointments shall not exceed three hours and will be limited to no
more than four people. Available documents will include, but will not
be limitedto, the draft solicitation, including draft statement of
work, DD Form 254, and DD Forms 1423; the current IMA support services
contract and all modifications; relevant and releasable deliverables
under the current contract; and the MICOM CIC Information Architecture
Plan. Other documents will be added as deemed appropriate. There will
be no classified documents in the reading room. U.S. citizens
representing wholly owned U.S. companies or U.S. entities may review
unclassified information with reproduction allowed. RSIC provides
equipment and monitors for site reproduction. Representatives of
foreign owned companies/entities and non-U.S. citizens must get
specific approval through intelligence and security channels.
Anticipated issuance date of the Draft RFP is 29 September 1995. Copies
of the draft solicitation will be provided upon written request only.
