Department of Commerce on behalf of STAT-USA plans to acquire on an
indefinite quantity, indefinite delivery basis single user license(s)
for a CD-ROM version of the National Trade Data Bank (NTDB) that is
based on the Inquery information retrieval engine. The user interface
software is a computer program stored on CD-ROM and executable under
MS-DOS and MS- Windows operating systems. The user interface must be
closely integrated witht he document storage and indexing software used
by STAT-USA called Inquery. Inquery is a licensed product of the Center
for Intelligent Information Retrieval (CIIR). STAT-USA uses version 2.1
as its document extraction engine for its Internet information service
and will use the engine on its CD- ROM as well. STAT-USA is currently
participating in a research project with the Center for Intelligent
Information Retrieval (CIIR) at the University of Massachusetts at
Amherst to convert the Inquery engine to a form suitable for CD-ROM
use. Auto- Graphics, Inc as a member is currently adapting its
commercial CD-ROM user interface for use with the Inquery information
retrival engine. Because Auto-Graphics, Inc. has exclusive rights to
the user interface resulting from this research work, the Department of
Commerce intends to negotiate on a sole source basis with
Auto-Graphics, Inc. The period of performance will be for twenty-four
months. Interested parties are invited to identify their interest and
capability to respond to this requirement by submitting supportive
documentation. This documentation must clearly demonstrate the ability
to provide the required license and support described herein as well
as other information and data sufficient for their ability to satisfy
this requirement. If no affirmative written documentation is received
within 15 calendar days after publication of this synopsis to the
effect that a compatible source is more advantageous to the Government,
the government will being negotiations with Auto- Graphics, Inc.
Requests for copies of an RFP pertaining to this notice will not be
