The Naval Sea Systems Command (NAVSEA) intends to issue orders on multiple occasions over the period of the Basic Ordering Agreement N00024-96-G-6326 with Crane Defense Systems, Route 20, Box 1126, Conroe, TX 77301. Orders will be issued for Engineering Change Kits, Refurbishments, Installation and Checkout (INCO) Materials, Maintenance Support Materials, Repair Parts, Engineering Services and Support for the OK-520/SQQ Common Winch. Orders will be issued pursuant to 10 U.S.C. 2304(c)(1). Crane Defense Systems is the current producer and the Navy's repair and overhaul depot for the OK-520/SQQ Common Winch. It is the only known company which currently possesses the in-depth technical knowledge of the equipment requirement to satisfactorily perform the work under the orders contemplated herein. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
