White Sands Missile Range (WSMR) is issuing a DRAFT Request for Proposals combining nine existing contracts for operations and maintenance services for various WSMR activities into one contract for support services. The services required are to provide operation and maintenance in support of the research and development mission and other support of facilities, systems, and equipment to meet the WSMR test operations mission. All requirements known at the time of this solicitation are included in the purchase description, however, since the proposed contract is for the support of the test operations mission, it is the intent of the Government to add all new test support requirements arising during the term of this contract to the contract without further competition. The Government contemplates the award of a cost plus award fee contract, with a base performance period of five years, with two, two-year options, for a total possible performance period of nine years. Best estimate of staffing and manning levels is approximately 535 on-site personnel exclusive of management, administrative and supervisory types. The primary places of performance are White Sands Missile Range and Holloman Air Force Base, NM. The DRAFT RFP will be issued on 1 Sep 95, with comments, questions and recommendations due back to the Contracting Officer by 17 Nov 95. Only one preproposal conference will be held for this procurement, the week of 16 through 20 Oct 95, during the period the draft RFP is out for comment. The formal RFP will be unrestricted full and open competition, and is expected to be issued on 5 Jan 96. The formal RFP will be furnished only to those firms responding to the Draft RFP or who specifically request to be furnished copies after reviewing the Draft RFP. (0242)
