Huddleston, (202)927-0352 U. S. Customs Services (USCS) is seeking to
procure medical review officer (MRO) services through the issuance of
a purchase order for FY 96 with an option for services for FY 97. The
MRO shall be a licensed physician with knowledge of substance abuse
disorders. The role of the MRO is to review and interpret positive
urinalysis test results to assure a scientifically valid result and to
determine whether a legitimate medical explanation could account for
the confirmed positive result. Professional management and support
services will be provided in areas which will include: medical review
support, technical and administrative support for data management and
record keeping systems, quality control, and program support for system
studies and evaluation. The Government will make award to the
responsible offeror whose offer conforms to the RFQ and is most
advantageous to the Government, cost price, technical and other factors
listed below considered. For this requirement, technical quality is
more important than cost or price. As offers become more equal in their
technical merit, the cost or price becomes more important. The
technical evaluation factors listed below are in descending order of
importance: (1) past performance or experience on similar contracts;
(2) capacity to deliver on time; and (3) qualifications of personnel.
The RFQ is currently available and only written or faxed (202 927-1190)
requests for the RFQ will be accepted. Anticipated award date is 1
October 1995, subject to availability of funds. This is a total small
