Sea Systems Command Submarine Defensive Warfare Systems Program Office
(PMO415) and Surface Ship Torpedo Defense Program Office (PMO427) have
a requirement for technical, engineering and management support
services in the areas of acquisition, system engineering, logistics,
management, Foreign Military Sales (FMS) test and evaluation, business
and financial management and administrative support. PMO415 programs
requiring support include the AN/WLY-1, AN/WLR-9, AN/BQH-7 and sensors,
CSA MK2, Noise Augmentation Systems, Submarine Regional Defense System
and expendable countermeasures including the ADC MK 1, ADC MK 2, ADC
MK 3, ADC MK 4, ADC EX-11, SMTD and Gas Generators. PMO427 programs
requiring support include the AN/SLQ-25, AN/SLQ-25A, CST MK 1, the
Multi-Sensor Torpedo Recognition and Alertment Processor (MSTRAP), the
US/UK SSTD Joint Project, and expendable countermeasures such as the
Launched Expendable Acoustic Devices (LEAD). The systems are in various
stages of development, production and deployment. The above referenced
requirement is currently being provided under 2 separate contracts:
N00024-90-C-3419 with R.M. Vredenburg and Co., of 1835 Alexander Bell
Drive, Suite 400, Reston, VA 22091 and N00024-90-C-6407 with
Techmatics, Inc., of 2231 Crystal Drive, Suite 1000, Arlington, VA
22202. The total requirement is for approximately 935,000 hours of
effort consisting of a base year of approximately 187,000 hours plus 4
option years of approximately 187,000 each. This is a competitive
procurement which is restricted to small businesses qualifying under
the Standard Industrial Classification (SIC) code 8711 with a size
standard of $20 million annual sales. The contractor's facilities must
be located within close proximity to the Naval Sea Systems Command HQ
in Arlington, VA and have a facility clearance up to and including
SECRET material. Specifications will be contained in RFP
N00024-95-R-6439(Q). The solicitation will be posted on the INTERNET on
15 September 1995. A limited number of hard copies will be available on
a ''first come, first served'' basis beginning 15 September 1995 at
Naval Sea Systems Command, Zachary Taylor Office uilding, National
Center Building 3, 2531 Jefferson Davis Highway, NAVSEA Industry
