This synopsis is published to determine the availability of commercial
sources for fire suppression. The VA Palo Alto Health Care System,
Livermore Division is seeking qualified, responsible sources for fire
suppression and related emergency services, on a 24-hour a day basis,
holidays included. Service to be performed at the VA Palo Alto Health
Care System, Livermore Division, 4951 Arroyo Road, Livermore,
California. The services are to be Contractor-Owned and
Contractor-Operated (COCO). There will be no Government provided fire
station available for use in the performance of this contract. Fire
protection must comply with all VA regulations and specifications,
federal,state and local fire laws and National Fire Protection
Association codes (NFPA). The Livermore Division is a 117 acre facility
located outside the city limits of Livermore, California with 30
buildings and 167 patients. The contractor must respond to all fire
alarms from the Livermore facility within the specified time and with
equipment and manpower meeting VA criteria, the contractor must have a
written mutual aid agreement with local community fire departments to
insure the availability of additional fire protection resources should
they ever be required. All to be set forth in the contract. The
contractor shall provide all qualified personnel and other required
resources. Service to be performed over a 12 month period with four one
year options. Concerns that respond should furnish detailed information
concerning their capabilities and request a copy of the solicitation if
and when it becomes available as a formal solicitation for services.
The solicitation is subject to Government cost comparison pursuant to
OMB Circular A-76 to determine economic feasibility of accomplishing
specified service in-house or by contractor. Contract award will depend
upon outcome of coast comparison. Interested firms must respond in
writing no later than October 21, 1995 and reference Solicitation
640-49-95. It is anticipated that solicitation will be issued on or
about October 21, 1995 and will be provided pon receipt of a written or
