(301) 342-1830 x129. The Naval Air Warfare Center Aircraft Division has
a requirement to evaluate Naval Air Platforms and Sensors, their
tactical use, and future tactical and system concepts. This tasking
includes detailed quantitative analyses and evaluations of current and
future Navy Air Undersea Warfare (USW) systems to allow for an
assessment of systems modifications, system employment tactics and
associated performance improvement. Overall program objectives are to
use methods of operations research to examine subsystems and entire air
weapon systems under operational conditions, identify the critical and
risk areas, perform effectiveness tradeoff analyses and prioritize
design concepts which will enable the weapon system to meet its
operational requirements. This support will be required at both the
Patuxent River, MD and Warminster, PA sites. It is estimated that there
will be a requirement for approximately 18,800 man-hours per year. A
breakout of the estimate per labor category (per year) is as follows:
Technical Manager/Senior Technical Rep. - 1880 hours, Senior Engineer
- 3760 hours, Senior Analyst - 3760 hours, Engineer - 3760 hours,
Analyst - 3760 hours, and Clerical Support - 1880 hours. The tasking
under this requirement falls into three major categories: (1) systems
analysis (includes threat definition, scenario description, mission
analyses, operational concepts development, effectiveness tradeoffs,
military worth evaluations, tactics development, technology
prioritization, system assessment and performance evaluation), (2)
analysis data base (includes concept testing, simulation, demonstration
and validation programs), (3) testing and quality assurance of USW
platform processor software. A Cost Plus Fixed Fee type contract is
contemplated. The period of performance is estimated to be from March
1996 through February 1997, with an additional four (4) one-year
