Proposals are sought from small business firms for participation in the
DOC SBIR Program. The SBIR Program is a uniform three-phase program
which implements Public Law 97-219, the ''Small Business Innovation
Development Act of 1982.'' The purpose of Phase I is to conduct
feasibility related experimental or theoretical research or research
and development (R&D) in order to determine the scientific or technical
merit/feasibility of concepts/ideas as a prerequisite to further DOC
support under Phase II. Individuals receiving awards under Phase I will
be eligible to compete for Phase II contracts. The following are NOAA
research topics available for Phase I: Atmospheric and Hydrological
Sciences, Ocean Engineering, Living Marine Resources, Ocean Science,
Cartography and Photogrammetry, Data and Information Systems. The
following are NIST research topics available for Phase I: Quality
Assurance, Technology Services, Electronics and Electrical Engineering,
Manufacturing Engineering, Chemical Science and Technology, Physics,
Materials Science and Engineering, Building and Fire Research, and
