(WES) intends to place an order with New Mexico Institute of Mining and
Technology (NMIMT) to perform the following four tasks: a. Accept
receipt of and provide storage for munitions required for test program.
b. Transport munitions for each test from storage site to the test
site, off-load the munitions, and assist WES explosive blaster/handler
personnel with charge assembly and arming/firing of each test. NMIMT
will remove and dispose of all packing materials not expended during
detonations. c. NMIMT will provide site security following detonation
and off- duty hours until test site has been declared safe for
re-entry. d. NMIMT will provide team of HAZMAT/MSHA-trained,
SCBA-certified personnel to enter the underground test area to sample
and analyze air quality, evaluate ground conditions, and re-establish
forced air ventilation. The team will document air quality, rock
spall/fall locations, and tunnel/chamber integrity for later hazard
analysis. The test will take place near Magdalena, NM. NMIMT is the
sole source in the region with unique combination of capabilities
required to support explosive tests that is fully-licensed for storage
of significant quantities of munitions. They have the capability to
receive, store, and transport over public roads, the munitions which
will be used for the tests. Key NMIMT personnel are certified to
conduct safety inspections of underground workings (MSHA and SCBA), and
have the hazard training and experience required to evaluate safety
hazards and present and to reestablish a safe working environment
following each underground test detonation. NMIMT is the only
organization within reasonable commuting distance of the test site with
the unique combination of capabilities discussed above. Responses from
responsible sources will be fully considered up to fifteen days from
