States Courts (AOC) is soliciting architectual-engineering firms
capable of conducting and interpreting a survey of existing facilities
for purposes as stated below.Pursuant to the Congressional
Accountability Act (CAA) the AOC will be preparing a report that will
indicate the types of administrative actions and costs necessary to
provide full program access by persons with disabilities to U.S. Court
facilities, and the cost of building and facility alterations to bring
Federal Courthouse buildings and facilities into compliance with the
Americans with Disabilities Act (ADA) and the Rehabilitation Act of
1973 (504). It has been decided that one Federal Court district will be
selected which is typical for the country, and generic cost estimates
will be developed from that district for use in estimating the cost of
bringing all Federal court facilities into compliance with Section 504
and the ADA. Since the General Services Administration (GSA) is
responsible for facility access and the AOC is responsible for
providing program accessability, the information provided must be
structured to allow allocation of costs and implementation
responsibilities between the respective government agencies. AOC
envisions using the final product with a facility inventory system
which will be used by facility managers and financial administrators to
track progress and to develop capital improvement budgets. Qualified
firms are invited to submit Standard Forms 254 and 255 to do the tasks
set forth in the following Scope of Services: Develop a building
survey report that details AOC and GSA responsibility and costs
associated with the implementation of the requirements of the CAA.Using
504 and the Title II Interim Final version of the Architectual
Guidelines of the ADA, develop a methodology, a physical survey of all
U.S. Court facilities in the Eastern District of Virginia, and a
report to include sufficient information to develop separate cost
estimates for the implementation of Federal Courts programs and
facilities accessibility.For the purposes of this survey and report,
follow the strictest of the requirements found in Title II and III of
the ADA (ADAAG), including the Interim Final edition, and the Uniform
Federal Accessibility Standards (UFAS). Interview appropriate personnel
to identify all programs offered in each facility and tie them to
specific spaces and barriers. Survey all facilities and sites within
the Eastern District of Virginia, including employee spaces but not
mechanical rooms. A list of the spaces to be surveyed is available upon
request to the contracting officer. Identify and document all barriers
that would not be allowed in new construction under the ADAAG and
AFAS.Show the location of each barrier by marking plans provided by AOC
to the Contractor and by using rooom names and numbers in the barriers
database. Provide the following information (using a barrier
management database (BMS) for each barrier identified: 1. the actual
condition found to be non-compliant with the design standards
(measured), 2. the reference standard's section with which the barrier
is non-compliant, 3. one possible solution which would physically
remove the barrier to provide the same level of access that would be
required by the standards during an alteration project affecting the
barrier, 4. a generic cost estimate for the implementation of that
barrier removal, 5. one acceptable administrative option, whenever the
Contractor can develop one, which would provide program access without
physical barrier removal, 6. a generic cost estimate for the
implementation of that administrative option, 7. the use of the space
(programs offered), 8. the security level of the space, 9. the
location-based priorities outlined by the Department of Justice in
Title III of the ADA, 10. the severity of the barrier, 11. the
surveyor's comments about the specific details of each barrier and/or
solution, and 12. a photograph of the barrier when necessary to explain
conditions or solution. Assign default barrier removal phase codes to
each barrier identified based on items 7 through 10 immediately above,
according to a list of priorities developed jointly by the Contractor
and AOC. Provide a preliminary report which lists the information
described above for each barrier identified. Provide a report which
summarizes the pilot study findings and possible solutions (both
physical and administrative), lists of cost estimates for both (by
phase codes) and by barrier types. Analyze the pilot study findings
against a database of facility information provided by AOC containing
the ages, square footages, facility uses and locations of all other
U.S. Courts facilities nationwide. Using appropriate adjustment
factors, project the barrier removal cost estimates from the pilot
study to a total cost estimate for all Federal Court facilities in the
United States. Provide a report from an electronic spreadsheet which
summarizes the results of that interpretive analysis and projects the
costs and schedule to complete the surveys and required barrier removal
work, nationwide, at various funding levels per year. Computer software
used for this project must be compatible with existing AOC software
(Wordperfect and Quattro Pro, DOS and Windows versions). Timeline from
date of contract award - including Progress review, Completion of
facility surveys, Submission of preliminary report to AOC, and
Submission of Final report: Approximately 3 months. Option to the Scope
of Work: Work with AOC to develop and write a formal Draft Transition
Plan (DTP) (for all affected facilities) for review. Revise the DTP
according to comments received. Submit ten hard copies and an
electronic database copy of the (Final) Transition Plan for formal
adoption by AOC. The schedule for the DTP is to take roughly two months
from beginning to end after the survey phase. Firms will be rated and
selected on the following criteria: (1) recent specialized experience
and technical competence of the firm in providing the type of study
required; (2) professional qualifications of proposed team members as
necessary for satisfactory performance of the required necessary
services; (3) description of the barrier identification system that
will be used to collect the data; (4) description of the barrier
management system (BMS) that will be used to analyze the results and
prepare reports; (5) past performance on contracts requiring surveys
with regard to handicapped accessibility, especially surveys utilizing
UFAS and ADA standards; (6) knowledge of UFAS and ADA; (7) capacity to
meet and comply with the short performance period; (8) quality
assurance/control methods; and (9) demonstration of how the proposed
BMS will use the data collected during the surey of these facilities to
estimate the costs for nationwide barrier removal and program access;
the method which will be used to adjust for location cost factor; the
proposed management plan; a timeline for completion of the work showing
the phasing of each task to meet the specified performance periods,
including the DTP option. The Contractor selection will be based solely
on the submission materials; there will be no interviews. Firms
desiring consideration shall submit hand delivered Standard Forms 254
