Investigations, Bolling AFB, DC is seeking sources to provide software
for investigative analysis software systems. Requirements for the
software: (1) Capability to look for patterns and draw conclusion from
various types of investigations data. (2) Capability to use database
tools, analytical functions and chart drawing functions to organize,
analyze and allow viewing of investigative information in a logical
manner. (3) Capability to analyze investigative information
cgraphically by demonstrating links between people, places, things and
eventsand by setting out events in a time sequence. (4) Capability to
superimpose investigative information of various people and events to
see where and when connections are made. (5) Capability to rapidly
assimilate, correlate and visually analyze large amounts of fragmented
investigative data to facilitate Modus Operandi analysis, incident
reconstruction, investigative resource allocation and prosecution
support. (6) Capability to store, retrieve, index and analyze all
investigative data, including text, graphics, images (still photo and
video), sound and electronically scanned documents and reports. (7)
Capability to analyze xwrPyZxW^ !e structure of clandestine, organized
criminal entities including street gangs, organized crime families,
white!ollar fraud syndicates, narcotics cartels, and terrorist groups.
(8) Capability to modify investigative charts/diagrams created.
Modifications include but not limited to: move, cut and paste diagram
segments, annotate diagrams with text and provide full control over
font type size, color, line thickness, and pattern. (9) Capability to
modify charts including but not limited to: zoom and panning of large
diagrams and printing parts of large diagrams, appending sound and
image files. (10) Capability to automatically download investigative
data which is stored in other existing database files, word processing
files, or other electronic data streams or storage media. (11)
Capability to import investigative data directly into word processing
documents for inclusion in case files, invstigative reports, summary
analyses, briefings and prosecution support packages. (12) Capability
to customize the selected software used to reflect the unique structure
and organization needs of AFOSI. (13) Capability to operate on a
variety of hardware platforms ranging from PCS to large multi-user
mainframes, like Sun 1000. Additionally, compatibility with a
UNIX-based operating system, Oracle database and MS access font end is
a necessity. (14) Capability to differentiate between factual and
unverified information which is linked within the database. (15)
Capability to create produce video-line ups from photo scanned into the
system. (16) Capability to al,-KOkK5ation electronically transferred
from a DNR telephone collection devise into database for later
telephone traffic analysis such as, call frequency, common numbers
dialed, etc. (17) Capability to delete information from the database
which is not linked to any information or verifiable. (18) Capability
for the software to operate via a network, which allows running
multiple database at various locations with the starting of information
from same at the owner's discretion. Please provide name of product,
