R -- TECHNICAL ASSISTANCE FOR THE INSTITUTO PROVINCIAL DEL MEDIO AMBIENTE FOR THE DOCK SUD ENVIRONMENTAL REMEDIATION AND POLLUTION ABATEMENT PROJECT. DUE 100295 POC Carol Stillwell, USTDA, Room 309, SA-16, Washington, D.C. 20523-1602, Tel: (703) 875-4357, Fax No.: (703) 875-4009 The Instituto Provincial del Medio Ambiente (the ''project sponsor'') invites submission of Prequalifications Statements from interested U.S. firms which are qualified on the basis of experience and capability to provide technical assistance to carry out a feasibility study on the Dock Sud Environmental Remediation and Pollution Abatement Project (''the project''). Based upon the Prequalifications Statements, the Project Sponsor will develop a short list of qualified firms which will be invited in writing to submit formal Technical Proposals to carry out the study. The objective of the project is to determine the methods, procedures, and equipment needed to abate present pollution and to remediate the effects of pollution generated by industries in the Dock Sud area of the Province of Buenos Aires. The feasibility study will serve as the basis for initiating the design, construction, and financing of pollution abatement programs and the aggregate remediation of Dock Sud. Specific tasks will include the following: 1.Evaluate key regulatory initiatives that will impact environmental projects in the Dock Sud area. Potential clean up criteria and standards will be identified as well as the development of risk-based management approaches for abatement and remediation activities. 2. Determine areas most heavily impacted by pollutants, the composition of the pollution and an analysis of the concentrations present. 3. Assess the risk to human health and safety from the identified contaminants and establish a basis for quantifying, in monetary terms, the costs of such risks if not eliminated. 4.Jointly with the Buenos Aires Provincial Institute for the Environment propose action levels for clean-up standards, comparable to accepted international standards according to Province of Buenos Aires legislation, for pollutants found in the soil, surface water, ground water and air. 5.Based on the stndards agreed to in Task 4, recommend preliminary generic remediation and abatement procedures that can be used by companies located in the Dock-Sud area. The recommendation should include published data with cost/benefit analyses for the recommended procedures. Identify optimum technologies and equipment necessary to carry out the remediation and pollution abatement requirements. 6.Develop overall financial strategies to secure the necessary funding for the Dock-Sud remediation. Develop financial models that may be used by private and public companies to secure the necessary financing to each implement its own remediation and to participate in shared responsibility procedures. 7.Present findings in an oral presentation to the provincial authorities. Prepare a final report that, in addition to a complete report on Tasks 1-6, also includes: a.The steps that are required from the public sector in infrastructure development (roads, drainage, port facilities, etc.)b. The steps that are required (regulatory, enforcement, standards, financial, etc.) from the public sector to remediate its own sources of pollution. c.The steps that are required from the private sector to remediate its own sources of pollution. A detailed Request for Proposals (RFP), which includes requirements for submission of the Prequalification Statements and the Technical Proposal, the Terms of Reference, and a background definitional mission report are available from the U.S. Trade and Development Agency (''USTDA''), Room 309, SA-16, Washington, DC 20523-1621. Requests for the RFP should be faxed to the IRC, USTDA, (fax: (703): 875-4009). Please include: your name, company name, address, and telephone number. If you would like the RFP sent to you via courier delivery service, include the name of the courier company and your firm's account number. No telephone requests will be honored. The selected U.S. firm will be paid in U.S. dollars from a $750,000 grant to the Instituto Provincial del Medio Ambiente by USTDA. Only U.S. firms and individuals may bid on this USTDA-financed activity. Interested firms, their subcontractors, and individuals (including employees of such firms and subcontractors) must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the durtion of the USTDA-financed activity. Details of the USTDA nationality requirements are included in the RFP, as well as TDA mandatory contract clauses. Interested U.S. firms should submit their Prequalifications Statement in La Plata, Argentina by October 2, 1995. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Instituto Provincial del Medio Ambiente reserves the right to reject any and/or all Proposals. The Instituto Provincial del Medio Ambiente also reserves the right to contract with the selected firm for subsequent work related to the project. The Instituto Provincial del Medio Ambiente or USTDA are not bound to pay for any costs associated with the preparation and submission of Proposals. Firms agree by their response to this announcement to abide by the procedures established for the procurement. (0243)
