Businesses are being sought to furnish all resources necessary to
provide environmental engineering services in support of a
comprehensive environmental compliance, restoration, and pollution
prevention program. Support associated with the environmental program
includes the following areas: On-site management of central hazardous
waste storage facility, provision for proper off-site disposal of
hazardous waste, transportation of waste on Center, proper tracking and
accounting of waste, audit of off-site treatment, storage and disposal
facilities, proper waste characterization, collection and processing
of waste data. Provisions for proper off-site laboratory services and
analyses to support environmental permits, preparation of permit
reports, and general environmental sampling and analyses such as air
and soil to support this program, On-site support for LaRC's pollution
prevention program to include: reviewing the use of hazardous
chemicals and recommending alternative processes or chemical
substitutes, technical evaluation and assessment support to identify
and demonstrate pollution prevention techniques to enhance compliance,
technical and engineering support to reduce by volume and weight
wastes generated and to minimize disposal costs, On-site air pollution
control activities which include maintaining an emissions inventory,
advising the Center of regulatory issues which may result in new
requirements, evaluating operations for compliance and recommending air
pollution control technology, On-site tracking and inventory of
hazardous materials, preparation of annual regulatory reports, air
emissions assessments, site inspections, facility investigations, site
characterization studies, risk assessments, corrective action plans,
remedial investigations, feasibility studies, sample analyses,
environmental assessments and impact statements, permit applications
preparation, and related environmental studies. A performance-based
contract is contemplated assigning the Contractor the full
responsibility for a quality performance with a total potential period
of performance, including otions, of 5 years, commencing October 1996.
Only firms with demonstrated relevant capabilities and project
experience in the full range of services described above need respond.
New firms may respond by citing the experience and capabilities of
individuals in the firm, based on performance and responsibility while
in the employ of others. Responses shall be held to a maximum of 5
pages and forwarded to the NASA Langley Research Center, Industry
Assistance Office, Mail 144, Hampton, VA 23681-0001 or via electronic

available), g) Affiliates of respondent: parent,teaming
partner,mentor/protege,joint ventures,prime/sub, h) Areas of Business:
allocation of personnel and revenue for each and number of years of
experience associated with each, i) Contract termination history:
customer point of contact/phone number, and circumstances for
termination, j) List of all clients in the past 5 years--highlight
relevant projects, provide customer point of contact with phone number,
project summary, type of contract, contract number, and dollar value of
project, and k) Summary of personnel by discipline. Questions should be

of the evaluation. Respondents deemed fully qualified will be
considered in any resulting solicitation for the requirement. The
Government reserves the right to consider a small business set- aside
or 8(a) set-aside based on responses hereto. The SIC code for this
