U -- ENGLISH AS A SECOND (ESL) INSTRUCTOR Sol IFB 157-0036, Due 101795, POC Marsha Goodman, Contract Specialist, 334-293-2231. The Federal Prison Camp, Maxwell Air Force Base, Montgomery, AL proposes to make a single award, on a firm-fixed-price, requirements basis, for the provision of an on-site English As A Second Language (ESL) Instructor. Session length for provision of services is three (3) hours, and it is anticipated that four (4) sessions per week will be utilized, if available funding permits. The initial contract period is from date of award through September 30, 1996, with four successive 12-month option renewal periods, running from October 1 through September 30 of the respective years. Successful contractor must be a qualified teacher certified by any State Department of Education or, must have a Bachelor of Science degree and have one year of teaching experience in adult basic or adult secondary education. Contractual duties will include guiding students who speak Spanish through a comprehensive program of instruction in reading, writing, mathematics and life skills; identifying leaning problems and determining the proper remedial programs to meet student special needs; utilizing audio-visual equipment to help enhance classroom instruction; and maintaining an ESL class completion rate of at least 65%. The required schedule for performance of services is Monday, Tuesday, Wednesday, and Thursday, exclusive of Federal holidays, from 5:00 p.m. to 8:00 p.m. Detailed security investigative procedures will be required as outlined in Section H of the solicitation package and will include, but not be limited to, a urinalysis, fingerprinting, NCIC check, and five-year verification of employers and law enforcement agencies.
