This requirement was previously advertised in Issue No. PSA-1275 Thursday, February 2, 1995. This modification is issued to revise the period of performance to 1 January 1996 through 31 December 1996, to include one (1) base and one (1) option year, and to clarify the technical capabilities required. The proposed contractor will be required to provide all personnel, facilities, labor, equipment, supplies, utilities, custodial services, meals, lodging, and education support to teach (3) three, (8) eight week courses in communication at the graduate level. This solicitation is 100% set-aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) as defined by the Clause 252.226-7000 of the Defense Federal Acquisition Regulation supplement. All interested HBCUs and MIs must be accredited by the Accreditation Council on Education in Journalism and Mass Communications (ACEJMC), and the appropriate regional accreditation associations, and are required to provide the Contracting Office a written verification of such accreditations when requesting a solicitation package. The institution must be located within forty (40) miles of a military installation capable of providing medical services, and within forty (40) miles of a major airport. The solicitation will be released o/a 14 August 1995. The due date for proposals will be o/a 15 September 1995. All requests for this solicitation must be submitted in writing, and all parties must state their business size. Telefaxed or phone requests will not be accepted. See CBD numbered Note 5. (240)
