219-8706. This project consist of the alteration/renovation of eleven
(11) existing facilities to be utilized as dormitories, administration,
education, vocational shops, food service, medical/dental and
storage/support buildings; and the new construction of a facility to be
utilized as a carpentry vocational training building at the Loring Job
Corps Center located in Caribou, Maine. The project has been separated
into two (2) bidding packages for construction - Package ``A'' and
Package ``B''. Contractor will be allowed to bid either Package ``A'',
Package ``B'', or both. Package ``A'' shall consist of the following:
all project site work; the renovation of five (5) buildings totalling
approximately 129,618 gross square feet to include academic/vocational
education, painting and masonry vocational training, recreation,
gymnasium, and natatorium. The extent of renovation required in Package
``A'' consist of new interior finishes, including floors, walls and
ceilings, new doors and windows, exterior finishes, new roofing, new
plumbing and HVAC systems, and new electrical systems including fire
alarm systems. Package ``B'' shall consist of the following: the
renovation of six (6) buildings totalling approximately 178,869 gross
square feet to include administration/male dormitory, female dormitory,
dining, heavy equipment, warehouse, and maintenance. The extent of
renovation required in Package ``B'' consist of new interior finishes,
including floors, walls and ceilings, new doors and windows, exterior
finishes, new roofing, new plumbing and HVAC systems, and new
electrical systems including fire alarm systems. The construction
period of performance for the project, and/or each Package if bid and
awarded separately, is 420 calendar days from receipt of notice to
proceed through completion of the project. Substantial completion for
the project, and/or each Package if bid and awarded separately, is to
be achieved within 364 calendar days from receipt of notice to proceed.
An excelerated construction period of performance to achieve
substantial completion for the project, and/or each Package if bid and
awarded separately, within 245 calendar days from receipt of notice to
proceed will be included as an additive alternate. The total estimated
cost range of construction of the project is between $5,000,000.00 and
$10,000,000.00, with an estimated cost range of construction for each
Package, if bid separately, between $1,000,000.00 and $5,000,000.00.
Initial Plans and Specifications will be available on September 20,
1995, only from the Architect/Engineer firm of WBRC,
Architect-Engineers, 44 Central Street, Bangor, Maine 04401-5116.

Collect calls will not be accepted. It is emphasized that requests for
plans and specifications should be directed to the A/E firm listed
above to ensure proper handling of requests. Requests must be in
writing and a $100.00 refundable bid-deposit is required. This
bid-deposit must be in the form of a certified check, cashier's check,
or money-order, made payable to the U.S. Department of Labor, and
submitted to the A/E firm at the time of request. Plans and
Specifications will be made available for pick up at the A/E's office,
or may be arranged for delivery at an additional charge. Any
additional shipping and/or handling charges must be pre-paid and COD
request will not be accepted. Requests will be answered on a first-come
first-serve basis until the initial suppy is exhausted. For requests
made after the initial supply is exhausted, a non-refundable fee not to
exceed the actual cost of reproduction of the IFB documents (to be
determined by the Contracting Officer,) plus a shipping charge based on
each individual request (if applicable,) will be required in order to
obtain the IFB documents. Pre-Bid Walk-Thru is scheduled for Octoer 12,
1995, at 10: p.m. (local time) at the Center. Bid-Opening is scheduled
for October 26, 1995, at 2:00 p.m. (local) at the A/E's office. (NOTE:
THIS IS A 100% SMALL BUSINESS SET ASIDE ACQUISITION. The Standard
Industrial Classification (SIC) code for this acquisition is 1542. The
