52 -- LOW INERTIA MOTORIZED DYNAMONETER CAPABLE OF MEASURING TORQUE SP EED AND ANGLE. SOL RFQ5-40263/992 POC Donna Broderick, Purchasing Agent (301) 286-7960; Celete M. Dalton, Contracting Officer. NASA/Goddard Space Flight Center (GSFC) intends to issue RFQ5-40263/992 on a competitive basis for the purpose of a low inertia motorized dynamometer. Specifically the Electromechanical Branch requires a low inertia motorized dynamometer capable of measuring torque, speed and angle that will be used to measure and characterize the performance of electrical motor drives for precision instrument applications. The minimum requirement for the systems are:(1) drive mode to measure the torque required to rotate the device under test at 1 RPM in the CW or CCW directions for applications such as measuring holding torque of a stepper motor, friction of a bearing or the output torque of a clutch, (2) load mode to apply load to the device under test while simultaneouly measuring torque and speed or angle for application such as DC motor performance testing and dynamic stepper motor measurement, (3) 0.01 degree accuracy non-contacting optical encoder to measure poition or speed of the device under test, BNC with 0 to 10 V analog output of the torque and 4 1/2 digit digital readout to display the measured torque, (4) peak and hold display to respectively capture and display the maximum torque during the course of the test or latch the contents of the torque display, (5) BNC with 0 to 10 V analog output of the position and a 5 digit digital readout to indicate the position to 0.01 degrees, (6) BNC with 0 to 10 V analog output of the velocity and a 5 digit digital readout to display the velocity to 0.1 RPM. (7) Torsion bar instrumented with non-contacting optical encoder for measuring torque. Additionally the low inertia motorized dynamometer must meet the following specification: (A) 3.2 oz.-in test head, inertia (2.1E-4 oz-inS^2, friction (0.05oz.in; (B) 10oz-in test head inertia (2.1E-4oz.-in-S^2 friction (0.1 oz-in; (C) 32 oz-in test head, inertia (4.4E-4oz-in-S^2, friction (0.3 oz-in; (D) 100 oz-in testhead, inertia (11.7E-4oz-in-S^2,friction (1 oz-in; (E) test and fixture base plate for low inertia motorized dynamometer. All deliveries shall be quoted F.O.B. Destination. Delivery shall occur 15 calendar days following cntract award. This procurement is conducted under simplified acquisition procedures. This procurement is reserved for small businesses. The Standard Industrial Classification (SIC) Code is 3829, with a small business size classification of 500. Quotations are due no later than close of business 5:00p.m. EST, 9/22/95. All quotations received from a small business will be considered.
