NASA/Goddard Space Flight Center plans to issue a Request For Proposal (RFP5-10226/023) on a sole source basis to Siemens ROLM Communications, Inc. The authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. A firm fixed price 5 year (1 base year and four 1 year options) contract is anticipated. Siemens ROLM Communications, Inc. is the sole manufacturer of the CBX II 8000 and 9000 switches and associated peripheral equipment currently in use at Goddard Space Flight Center (GSFC), Greenbelt, MD, and Wallops Flight Facility (WFF), Wallops Island, VA. The required software releases (updates) can only be obtained directly from Siemens ROLM as they are either restricted or proprietary. Without the necessary software updates the Interconnect Telecommunications Systems (ITS) would not be capable of keeping up the system improvements. In addition, Siemens ROLM is uniquely qualified to provide adequate, on-site operations and maintenance support; rapid, portable switching capability in emergency outage situations, ''Autoquote'' capability; perform required moves, adds, and changes; switch reconfgurations; new system design, testing, and maintenance of any expansions and inside and outside cable. All responsible sources may respond by submitting a written narrative statement of their capability, including detailed technical information and other technical literature demonstratng their ability to meet the above requirement within 15 days of the publication of this notice to the following address: NASA/GSFC, Code 243, Ms. Marcia Pappagallo, Greenbelt, MD 20771.
