Public Building Service (PBS), Office of Property Management (PM), is
seeking a contractor to pilot test the effectiveness of applying
Serviceability Tools and Methods (STM) in order to improve customer
satisfaction. The STM is incorporated in the American Society of
Testing and Materials (ASTM) Standards. The contractor, using STM, will
identify and set occupant (tenant) requirements and rate the building.
The facility is the P.V. McNamara Federal Building at 477 Michigan
Street, Detroit, Michigan. The building is 1,104,870 gross square feet,
733,361 occupiable square feet. It houses approximately 4,000 tenants
who work for 49 different occupied groupings (e.g. 49 different federal
