FOR THE 126TH AIR REFUELING WING, SCOTT AIR FORCE BASE, BELLEVILLE,

Specialist, (217) 785-3682. The United States Property and Fiscal
Office for Illinois is in need of an Architect/Engineer firm or team
for development of project books and to provide total project
management for the design and construction of facilities required for
the relocation of the 126th Air Refueling Wing to Scott Air Force Base.
Firms desiring consideration are invited to submit both SF 254 and SF
255 no later than 30 days after publication of this announcement to
USPFO-IL-P&C, ATTN: Brian S. Creech, 1301 N. MacArthur Blvd., Camp
Lincoln, Springfield, Illinois 62702-2399. When submitting the SF 254
and 255, include the number and dollar value of Architect/Engineer
contracts awarded by DOD agencies during the previous twelve (12)
months. Services will be provided on an as required basis with the
limitations that the total aggregate amount paid under the base year of
this contract shall not exceed $750,000 and the total aggregate amount
paid under the option year shall not exceed $750,000. The total amount
paid under the contract including the base year and option year shall
not exceed $1,500,000. The maximum dollar limitation for each delivery
order is $150,000. Work includes, but is not limited to, developing
project books, budget programming, site feasibility study and develop
a site plan, accomplish field surveys and investigations which may
include soil investigations, topographic surveys; analysis of existing
facilities and utilities; study of various mechanical, electrical, and
structural systems as a basis for recommended functional and safety
designs; perform environmental assessments as may be required to make
proper site selection and to determine basis of design; prepare a cost
estimate of the major elements of the project and confirm if the
project can be accomplished within budget; fact finding investigations,
to provide pertinent design data and information including coordination
with users and reviewing authorities to produce complete designs
including concepts, preliminary and final drawings and specifications,
cost estimates, construction inspection, and shop drawing reviews; and
perform other investigations as necessary to make a complete project
book. Evaluation criteria in descending order of importance are: (1)
Professional Qualifications necessary for satisfactory of required
services, to include experienced program manager, architect, civil
engineer, mechanical engineer, electrical engineer, structural engineer
and related support personnel. (2) Specialized experience and technical
competence in the type of work required. (3) Capacity to accomplish the
work in the required time. (4) Past performance on contracts with
government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules. (5)
Location in the general geographical area of Scott Air Force Base and
knowledge of the locality of the project. (6) Volume of work previously
awarded to the firm by the Department of Defense in the past twelve
(12) months. Contract performance period will be one year from the date
of award with a Government option to extend for one additional year.
The total contract performance will not exceed two years. The
Government's obligation for performance of this contract is contingent
upon the availability of appropriated funds from which payment for
contract purposes can be made. This procurement is unrestricted. See
