A. Hess, Contracting Officer, (301) 394-4593. The US Army Research
Laboratory has a requirement to dismantle the AURORA Simulator and
dispose of the estimated 1,450 tons of residual steel and other metal
alloys. The contractor shall dismantle the simulator and dispose of the
metal, with title to the metal being transferred to the contractor as
full or partial consideration for the dismantling. The dismantling
project is to begin no earlier than April 1996, and must be complete by
mid-July 1996. Any contract resultant from this Invitation For Bids
will include a Liquidated Damages clause specifying the penalty for
failure to complete the job as scheduled. There will be a site visit
for prospective bidders following release of the IFB. This site visit
is strongly encouraged, to ensure that potential bidders completely
understand the magnitude of the work. This proposed procurement is
being considered for 100% set aside for Small Disadvantaged Business
(SDB) under SIC 1795, size standard $7 million. Interested SDBs should
send qualification packages as described in Note 25 to the above
address as soon as possible. Qualification packages received within 15
days of publication of this notice will be evaluated by Government
personnel to determine if this procurement may be set aside. This
qualification package must include convincing evidence of capability to
perform a job of this magnitude within the above described parameters,
and a positive statement of eligibility as an SDB. The qualification
package shall include at least one example of a similar job of this
magnitude successfully completed by the company within the past three
years. If adequate interest from qualified SDB sources is not received,
this procurement will be conducted on an unrestricted basis without
further notice. Therefore, all interested sources should respond to
this notice, although qualification packages are only requested from
SDBs. All responsible sources may submit a bid or proposal which will
be considered by the Agency. No telephone requests will be honored. See
