R -- FY 95 ARCHITECTURAL & ENGINEERING SERVICES FOR NASA DRYDEN FLIGHT RESEARCH CENTER SOL RFP4-00041(DMO) DUE 101395 POC Contact Point: Donna M. One architectural firm will be selected to perform various architect-engineering task for the NASADryden Flight Research Center located at Edwards, CA. It is anticipated this requirement will result in a fixed price, indefinite quantity type contract witha possible performance period of up to five years. Several small task orders may be negotiated with the selected contractor during any one year period. Normally, no individual task order will exceed $150,000.00 and no individual contractor will receive awards in excess of $500,000.00 during any one period. The A&E services will require multiple disciplines in the fields of civil, structural, mechanical, electrical, fire protection, sanitary, controls, and industrial. The services may include planning, investigations, studies, design concepts, cost estimates, preparation of drawings using computer aided drafting (CAD) methods, preparation of specifications for construction, review of submittals and samples for new construction, repair and modification of offices,laboratories, shops and hangars, surveying, cadastral surveys, etc. The technical guidance review and approval of all work will be by the Facilities Engineering Branch at NASA Dryden Flight Research Center, Edwards, CA, as the representative of the Contracting Officer. Target date for award is on or before December 1, 1995. This is not a request for proposal and there is no solicitation or bid package available other than this announcement published in the Commerce Business Daily. Firms desiring consideration for providing work inthis area shall submit the appropriate data as described in Numbered Note 24, including submittal of both Standard Forms 254 and 255. Please submit this information in duplicate. In addition, all other provisions of Note 24 shall apply in this notice except that: (A) The National Aeronautics and Space Administration'' is substituted for the Department of Defense'' whenever the reference apears; and (B) The sixth consideration shall be: (6) The volume of work previously warded to the firm by NASA with the object of effecting an equitable distribution of contracts among qualified A&E firms, including minority-owned firms and firms that have not had prior NASA contracts. Also, the six evaluation criteria in Note 24 are reordered as follows in order of importance: 2, 3, 4, 1, 5, and 6 with criteria 5 and 6 approximately equal. Criterion No. 2 shall include demonstrated ability of the firm to prepare designplans using AutoCad Version 13 or higher (IBM compatible). There are no specific evaluation criteria other than those contained in Note 24 and identified herein.
