Air Systems intends to issue a cost plus incentive fee contract to
McDonnell Douglas Aerospace (MDA) for the follow on development,
integration, and testing effort for the Advance Tactical Reconnaissance
System (ATARS). The effort includes logistic planning and integration
of the ATARS with the AN/APG-73 Radar Upgrade II and Data Link Pod. As
sole designer, developer, manufacturer, and supplier of the F/A-18
weapon system, MDA is the only firm which possesses the requisite
knowledge of the aircraft's design and operation in order to provide
the integration and testing of ATARS. Additionally, only MDA has the
F/A-18 peculiar engineering data and expertise, facilities, and test
