competitive acquisition for a production contract for the Tactical
Automated Security System (TASS). TASS is a rapidly deployable,
portable, integrated security system which provides intrusion
detection, alarm data communication (Radio Frequency, Hardwire and
Fiber Optic), alarm display through a geographical user interface,
intrusion assessment, and power. TASS will be made up of a combination
of Commercial Off-The-Shelf(COTS) and developed hardware/software
equipment. The developed hardware will contain embedded software and
will primarily provide the data communications functions through the
application of a robust Radio Frequency network protocol. The TASS
production program will consist of the acquisition, delivery and
interim support of the baseline TASS equipment, with the possibility of
Pre-Planned Product Improvement (P3I) upgrades to the
hardware/software. These upgrades will occur over the life of the
contract. The TASS production program screening criteria consist of the
contractor's demonstrated capability to: manufacture and produce
developed equipment from a Goverment Furnished Technical Data Package
(TDP) with special emphasis in RF module production, meet surge and
long-term increases in manufacturing requirements, embed the software
into the hardware, reverse engineer the developed equipment, to include
updating the TDP from GFP hardware, perform software maintenance in 'C'
and Intel 8051 assembly language (i.e., Dallas ADS 320 microprocessor)
(maintenance may include updates and ''fixes'', as well as
implementing P3I upgrades), act as total systems integrator of COTS and
developed components, provide interim contractor logistics support,
conduct training and update the training program, purchase the COTS
hardware/software, perform acceptance testing, integrate/package
equipment into shipping cases, ship equipment, design, develop and
implement P3I hardware/software and Radio Frequency Network upgrades,
including encryption, and update the TDP, revise technical manuals, and
perform all production program management fuctions. Interested firms
should submit a Qualifications/Capabilities Statement that addresses
the TASS Production Program screening criteria no later than 30 days
after the release of this announcement. Please include the names of no
more than five programs/projects that are similar to TASS that the
firm has performed on. Additionally, include the names and phone
numbers for points of contact for the customers for each of these
programs/projects. The Qualifications/Capabilities Statement shall not
exceed 30 pages. The Government contemplates a five year, firm-fixed
price, indefinite-delivery, indefinite-quantity type contract for all
items under this production contract. The draft specification, draft
RFP, and schedule will be posted on the Hanscom Electronic System
Center's Electronic Bulletin Board (HERRB) no earlier than November

interest, capability, and background on this acquisition may request to
be put on the mailing list by submitting a written request to the
contract manager listed above. Responses must include a
Qualification/Capabilities Statement that addresses the TASS production
program sreening criteria. Requests must indicate whether the concern
is a large, small, disadvantaged, or women-owned concern and specify a
contact person with their telephone number. For this acquisition, a
concern will be considered small if its number of employees does not
exceed 750. Additionally, sources shall indicate if they are US or
foreign owned/controlled. Colonel Claude E. Messamore, Jr, USAF at
(617)377-5106 has been appointed as an Ombudsman to hear concerns from
offerors or potential offerors during the proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process. The
Ombudsman should only be contacted with issues or problems that have
previously been brought to the attention of the program manager and/or
the contracting officer and could not be satisfactorily resolved at
that level, or issues that reqire contractor confidentiality. See
