(1) each, inductively controlled argon plasma with a mass flow
controller (TJA IRIS-AP ICP0; one (1) each, cetac ultrasonic nebulizer,
Model U-5000 AT Plus; one (1) each, trade-in of inductively controlled
argon plasma, fison Model ARL-3520B. Salient characteristics include:
spectrometer; sample introduction system; microprocessor controller
system; menu driven software; system must be a sequential spectrometer
capable of reporting elements with wavelengths in the 165-900
nanometer range; a themostatically controlled optical bench; 2000 watt
power, free running, computer controlled system, crystal controlled,
RF generator; completely unattended start-up and shut-down; capable of
interfacing and operating properly with government-owned auto samplers
and prep stations; include a semi-quantitative mode of analysis
(produce results for a minimum of 70 ICAP elements while standardizing
on four (4) elements or less; no user spectral interpretation;
automatic dynamic background correction; must use two (2)
photomultipliers as the detection system; shall have an electromagnetic
rapid scanning drive; an axial viewing system; bench top system; quick
change torch mount system with a concentric nebulizer; adaptability to
a HF resistant torch and a high solids nebulizer; shall be capable of
matrix compensation without frequency drift. The agency intends to
negotiate on a non-competitive basis with Thermo Jarrell Ash
Corporation. Authority: 10 USC 2304(c)(1), supplies or services
required are available from only one source or a limited number of
sources and no other types of supplies or services will satisfy the
agency requirements. All responsible sources may submit a proposal to
include: descriptive literature of equipment offered, prices,
availability, warranty, FOB destination, business size, and invoice
terms with 15 days of the publication of this notice. The proposal
shall be sufficient to permit agency analysis to establish a bonafide
capability to meet these requirements. No telephone or faxed requests
